We may be very fastidious here in the States, but I know for a fact that it isn't as common in Europe, even today. My cousin came to visit from Germany when she was in her twenties and had never shaved her legs or underarms. She did it while she was here, but told me later, when I visited her in Germany, that she didn't do it any longer. Also, on that trip to Germany, we were riding in the car with my mother's cousin and his body odor was completely overwhelming and when I attempted to open the window, I was told, in no uncertain terms, that that was not allowed in his car. On the whole, I think our practices are much better!
